[Wannier] Octopus supports Wannier90

Dear Wannier90 users and developers,

We are glad to inform you that the Octopus code now supports fully 
Wannier90. At the moment only the develop version supports Wannier90, 
but the next public release (Octopus 10.0) will also include it.
