Go to the quantum espresso and change your directory to achieve. check the
size of the neb.tar.gz file. If its 0 in size, then download another
neb.tar.gz from the quantum espresso website, copy it to the archieve in
Quantum espresso and compile the neb again. It should work perfectly. the
error is caused because of a zero sized neb.tar.gz file.
