You have to export the variable, for it to work.
e.g. this works:
OMP_NUM_THREAD=1 ./myprogram

this works as well:
export OMP_NUM_THREAD=1
./myprogram

but this does NOT work:
OMP_NUM_THREAD=1
./myprogram
