hmmm... this looks strange. did you run ./configure first?
if yes, how come you have a reference to ESSL in your make.sys
file as this is only available on IBM cpus (for which in turn
no intel compiler exists).

please re-read the QE installation procedure and try again.
...and then provide more details about what you did and what
did or did not work etc.
