typically they aren't at all ! This is hopefully going to change
in the future - the new file format should be extensible, so that
minor changes will not break everything as it happens now.

In this specific case, the error arises while reading the namelist, 
well before data files are read. Actually your suggestion was good:
even that version of the phonon code uses "outdir", not "tmp_dir", 
to point to the scratch directory
