[Q-e-developers] Forks on GitHub

For "historical" reasons, the mirroring on GitHub of the official q-e 
distribution requires to cherry-pick commits. This procedure is starting 
to run into trouble. A much simpler procedure is possible, but it 
requires to delete the current mirror and to start mirroring anew. 
Please note that this will happen on Jan.31. This will affect people 
having a "fork" on GitHub (currently there are 47 forks). If you are one 
of them, please be ready to fork and apply your patches again to the new 
mirror (or whatever other procedure works). If you know a better way to 
reach those people, please let me know.
