[Q-e-developers] Add names of packages' maitainers to "install/plugins_list"

I also prefer that  "make veryclean" does not remove tarballs in archive/.
Let us say that:
"make clean" = remove objects and executables
"make veryclean" = remove files produced by "configure" as well
"make distclean" = remove everything not in the original distribution
