Hi Gabriele

only NEB and PWCOND have the problem you mentioned. There was a 
mistake (yet another) in the file on the server that translates 
a generic URL into the specific address on qe-forge.org. Short
explanation of what I am talking about (from the developer manual):

The automatic downloading of packages from the web suffers a catch-22:
the core distribution must know the location of all packages it 
downloads, but these are known only {\em after} packages are uploaded 
to \qeforge. The workaround is that the core distribution looks for
generic names, written in file \texttt{install/plugins\_list}. These
names are translated by \qeforge\ into specific names. After all
packages have been uploaded, 
file \texttt{/var/lib/gforge/archives/index.php}, residing on \qeforge,
must be edited and links updated. Only the sys.adm. can do this.

I had written ".tgz" instead of ".tar.gz" in that file. 

PWgui was also not working due to another tgz vs tar.gz mismatch.
Now it works (I hope), but updated install/plugins_list and
install/plugins_makefile files are needed
