Dear Devendra Kumar Dubey,
have you checked that the file is indeed there and all the
permissions given ?
I doubt that a patch proposed by Paolo Giannozzi in 2008 did not
percolate to the cvs version and then to the official version so I doubt
that it is not already included in 4.2.x
A better forum where to seek help is the pw_forum mailing list.
