Dear Jibiao,

norm-conserving psps for most rare earths are available in the old 
libraries, some are stored here (swithc table with the link on the left) 
: https://pseudopotentials.quantum-espresso.org/legacy_tables/ps-library

There are a few more in the pseudo-dojo library, and in the pslibrary in 
source format https://dalcorso.github.io/pslibrary/
