[QE-users] Compile error of QE-7.4.1

Hello, two more pieces of  advice:

  *
The package downloaded from the QE website does not download most of the submodules using Git, so you may be able to skip this issue with that version.
  *
The Gnutls handshake issue with GitLab and GitHub may be caused by a too large MTU size in the network interface. We encountered a similar problem with our QE CI/CD runner, and we resolved it by reducing the MTU size to 1400.

this is the error. It is not a "compilation" error: the code cannot
download a piece of software from gitlab.com. Likely it is a temporary
problem
