[QE-users] Compiling QE6.8 with OneAPI

I found that Version 6.7 is okay. Just QE6.8 have this problem.

I have successfully compiled the QE6.8 at our server with Intel Parallel Studio 2018. However the Intel will not renew the license anymore.
I am very appreciated that you can give me some suggestion on my compilation.
