[QE-users] HSE03

Dear users,

I would like to use HSE03 -- is there a way to get this in QE v 6.1 without
recompiling QE with libxc?

The default HSE is HSE06 (funct.f90), and the only place I see HSE03 is
in libxc_funcs.f90, which I assume requires compiling QE with libxc.
