[QE-users] qe 6.5 seemingly cannot use libxc 5.0.0

Hi,

Certainly I was already using libxc 4.3.4 with qe-6.5; I just wanted to 
use the new libxc 5.0.0. And concerning developers version: I prefer to 
use stable ones.
