[QE-users] The differences between the MaX and normal versions of qe.

MaX versions are "deliverabiles" for the EU Centre of Excellence MaX. They
must be delivered at strict dates so invariably contain a few glitches that
are removed in subsequent stable releases, a few days or weeks later.
