and now QE uses LAPACK from netlib [1] (which has BLAS shipped in the same archive) instead of a olf lapack version. 

If you are using a XC-40 with Intel compiler I also assume you are using Intel MKL. CLE provides wrappers to simplify people lives, they should shomehow make sure you link math libraries correctly.

It will be very useful if you can report to us:
- the exact environment you used (module list)
- the exact version of Intel compiler (ifort --version)
- the CLE version on your system 
- the output of configure (located in "install/config.log")
