but you have a windows machine running cygwin, apparently. So you
have the possibility to figure out why module iotk/src/iotk_module.mod,
that should be compiled here:

is not found by this command:

Verify first of all the presence of a link iotk -> S3DE/iotk

Note that binaries for Windows are available on qe-forge
