If you are looking for ScaLAPACK library it is reasonable to assume you have a better BLAS/LAPACK library installed in your system, better than the one included in QE. 

(1) ./configure  --enable-parallel --with-internal-blas --with-internal-lapack --without-scalapack
(2) ./configure  --enable-parallel --with-scalapack

If you are using intel MPI instead of Open MPI, please use --with-scalapack=intel


My personal feeling is that you can avoit lot of troubles by avoiding ScalaPACK at all if (2) fails in detecting a good BLAS/LAPACK installed in your system
