[Pw_forum] Regarding units for phonon dispersion in Pwscf

plotband.x was originally devised for electron bands. This is why
it prints out "eV" for energies. The input units do not matter 
anyway: plotband.x is a simple and rough program that reads data
in a given format, produces data in an easily plottable format.
