Interesting: good to know that somebody is actually using 
"grid" parallelization. The problem you mention is known
(together with other of similar kind, e.g. the time taken
during a restart by the initialization). The solution is
however not straightforward: the phonon code is very
complex and must work under many different conditions.
Making it work for all cases and all tastes and in an
efficient way is quite a bit of a challenge. Note that
since you have full access to the source, the simplest
approach, even if not the most elegant, might be to 
edit the main code so that it performs only the operations 
you desire: for instance, reading the data files for the 
required wave-vector instead of recalculating it.

I've been reading the source code but at least based on check_initial_status.f90 it seems that reading the bands is only possible if there is a restart file available (i.e. the calculation has been interrupted).  So, while the built-in logic supports restarting "normal" phonon dispersion calculations, we haven't been able to find out a way to read the band structure into a single (q,irrep) job.
