Dear William,
     silicon for sure ;-) Seriously, I don't know. HSE has been
implemented mainly by Hannu-Pekka Komsa at EPFL, with the help
from Layla Martin-Samos, Andrea Ferretti, and small contributions
from other people. You might ask these people.
