since ELF = Electron Localization Function seems unlikely, I guess
that ELF = Executable and Linkable Format. This message means
that pwscf.o has the wrong format (apparently 64-bit), so it was
either produced by the wrong compiler, or by the right compiler with
wrong options, or is being linked by the wrong linker, or by the right
linker with bad options (or any combination of the above)
