apparently you have xlf installed. Edit you make.sys to use xlf syntax 
(see for instance Make.ibm, Make.ibmsp in install/) . Start with the 
simplest configuration you can: serial compilation, no external library,
use internal FFTW and internal blas and lapack:
CPPFLAGS     = -D__FFTW,-D__USE_INTERNAL_FFTW,...
MYLIB        = blas_and_lapack
If you have a weird machine that is not supported, you have close
to zero probability to compile quantum-espresso (or any other large 
package) by just trying at random.
