Looks like you should be linking to some missing library. What compiler
are you using, and on which kind of machine?

Please be aware that version 1.3.0 of PWscf has been surpassed by the
new versions 2.0 and 2.0.1, available from www.pwscf.org. You are
advised to use the latter.
