On the vanderbilt's US pseudopotential page (linked to from the PWSCF 
pseudopotential page) there is the input file to generate a 
pseudopotential for Ru (perdew-wang 91).
If you need another XC it should be rather straightforward to modify the 
input accordingly.
Don't forget to have a look to the provided tranferibility tests.
