[QE-developers] QE on WIndows

I tried the following route.
Install the Windows Subsystem for Linux and install ubuntu.
then apt-get install quantum-espresso
You will get an old working version but not one with good performance.

To build a binary, you will need to install compilers just like what you do
on a regular ubuntu.
Then building the code is not difficult.
