[QE-developers] old website docs

Dear Aaron, on-line manuals are updated when a new release is done. The
developer manual on the web site contains this statement:

*   Important notice: due to the lack of time and of manpower, this manual
is only partially updated and may contain outdated information.*
A slightly less obsolete version can be found in the git repository.
