[Q-e-developers] dftd3-lib makefile problem

Everybody has the same problem (but it doesn't take that much to compile
those files for me) . I'll fix it one of these days, either when I finish
the more urgent and important stuff I have to do, or, more likely, when the
more urgent and important stuff is far from finished but I am fed up with
it and need some relax with coding.

My preferred solution is the following:
- move  dftd3-lib-0.9/ one level up
- move  dft-d3/dftd3_qe.f90 either into lib/ or into Modules/, delete
dft-d3/
- compile the library inside dftd3-lib-0.9/lib
- update all Makefiles, dependency scripts, etc accordingly
