[Q-e-developers] QE Linear Algebra Library

Dear All,

in the next days I will commit the new (self contained)
Linear Algebra library, containing all basic Linear Algebra
subroutines of QE. The changes are minimal, but will impact
most of the makefiles, in all the directories.
I will proceed as follow:
1) commit the library. A new directory "LAXlib" containing all basic subroutines will show-up,
  but all the other parts of the code will be unchanged
2) remove the LA subroutines from Modules and few other places, and update
makefiles. In this second phase there will be intermediate revisions for which 
not all the axecutables will be able to compile.
3) finalize the work

PS: this activities should not interfere with the one about the 
linear response, since all the changes, but a few, affect only
the makefiles
