[Q-e-developers] Add names of packages' maitainers to "install/plugins_list"

Hello everybody,

first of all, Happy New Year!

As planned, this Friday we will tag a new release of QE (5.3.0) and during the weekend the various packages will be uploaded on the website. I am seeking your help to populate the file "install/plugins_list". I am looking for a name of a person (or a group of people) that somehow is the reference person for a specific package. No need to put a email address.
