[Q-e-developers] ELPA version support

Hi QE developers,

if I read archive/ELPA-0.3.tar.gz and install/extlibs_makefile right,
the ELPA version QE supports is pretty ancient.

Is there support planned for more current versions, like 2015.05 or
2015.11?

E.g. Debian and Ubuntu are shipping 2015.05 currently, so I had to
disable ELPA support for now (we are not using the duplicated tarballs
in archive/).
