[Q-e-developers] QE-modes package

Dear QE developers,

This afternoon I committed to [Q-e-commits] (though a bit prematurely)
the QE-modes package. It is a collection of Emacs major-modes that
provide syntax highlighting, auto-indentation, etc. for QE input files
(see the attached figure).

QE-modes is a small package and is located in the GUI/ subdirectory,
hence the QE top directory is not polluted (so I hope you agree with
the commit). 

I believe it is a good idea to have development of QE-modes in the QE
repository, because it is very tightly bound with the helpdoc and
INPUT_*.def files, i.e., it is one more exploitation of the helpdoc
machinery, because emacs lisp files are (semi)automatically build from
the INPUT_*.def files ...

modes/README.svn for how to generate the package from svn sources
