[Q-e-developers] Intel compiler 15.x and deprecated flags

FYI with the latest Intel compiler 15.x I got warnings related to two default flags:

ifort: command line remark #10010: option '-par-report0' is deprecated and will be removed in a future release. See '-help deprecated'
ifort: command line remark #10010: option '-vec-report0' is deprecated and will be removed in a future release. See '-help deprecated'

Those are now replaced by "-qopt-report[=n] -qopt-report-phase=vec/-qopt-report-phase=par". Unfortunately those new flags are not recognized by any version prior to 15. 

Anyway, since the default is OFF for both cases I will remove those flags from the configure.
