Dear Dr.Paolo Giannozzi

Thank you very much for your email.

I do not and will not develop or distribute QE code.  Knowledge build program is a vocabulary in EMRE wherein we spend some amount of time exploring some fundamental concepts.  For example do we need to worry about U for all transition metal oxides  under a knowledge build funding activity.

Quantum Espresso is free software. The GPL license allows you to 
download it and to use it as much as you want. What you are not 
allowed to do is to distribute any derived software work without
distributing the sources as well. Not sure what you mean by 
"knowledge build program". In case you plan to redistribute QE
bundled with some other software, please contact the QE Foundation:
foundation at quantum-espresso.org
