this should happen only if you are using parallel
diagonalizaton: option -ndiag, without scalapack,
routine rdiaghg calling qe_pdsyevd, that calls
blk2cyc_redist. In this case, the number of 
processors cannot exceed the number of bands.
I don't think this has changed recently.
