If you want to use QE on the windows, you you need to install Cygwin with
g++ and gfortran, then you can compiling QE package. However, you can
use ABINIT
(free), it is working with Windows. (
http://www.etsf.eu/resources/software/etsf_software_repository).
You can also QE on the Unbuntu without compile.
