Those tests should be skipped unless you have compiled linking
with libxc. </div>

So, if you have compiled without linking libxc, nothing to worry
concerning the health of the build. It is a bit disappointing
that the test suite has not detected the skip message, but it
may happen with some MPI implementations.</div>

If you have compiled with libxc instead it means that the
linking of the library wasn't done correctly and that
functionality is not working.</div>
