I guess you are trying to execute the pwgui.tcl file, i.e., I can
reproduce your "error" by:

$ bash ./pwgui.tcl 
./pwgui.tcl: line 28: syntax error near unexpected token `('
./pwgui.tcl: line 28: `if { [info exists env(PWGUI)] } {'


But this is not how you run pwgui. Execute the "pwgui" file instead.
