of course it is not: you are telling the compiler to look into
../opt/apps/fftw/fftw-2.1.5/include, not /opt/apps/fftw/fftw-2.1.5/include

it is the include file for the internal version of fftw and shouldn't be
loaded when using an external fftw library

you do not need it with v.3 .
